House Passes HERO Act

Yesterday, the House voted unanimously in support of the HERO Act: An Act Honoring, Empowering, and Recognizing Our Servicemembers and Veterans. Among other things, this legislation broadens the definition of a veteran, increases tax credits and state benefits that they are eligible for, and modernizes the services they rely on. This includes additional property tax relief, a 25% increase in annuities, and a new behavioral health assistance benefit to help veterans access outpatient mental health care.

This legislation also includes Amendment 59, which I filed in close partnership with local veterans and our DAV chapters – special thanks to Theresa Morse, Chip Mann, and Jason Main – and State House leadership. The amendment removes a hurdle many had faced with trying to obtain a disabled license plate and access the financial benefits that come with them.

Key Provisions:

  • Medical assistance: Requires Secretary of the EOVS to provide additional medical, behavioral health, and dental benefits.

  • Benefits for dependents of veterans: Updates definition of “dependent” to expand coverage to those who are mentally or physically unable to support themselves after age 23.

  • Veteran benefits income eligibility: Ensures cost-of-living adjustments (COLA) do not affect eligibility for benefits.

  • Annuity for veterans with disabilities: Increases the annuity incrementally over the next two years.

  • Employer tax credit for hiring veterans: Increases the tax credit for employers who hire veterans.

  • Motor Vehicle Sales Tax exemption: Extends the sales tax exemption to veterans with disabilities who have a Purple Heart recipient plate.

  • Alternative therapies for mental health: Mandates a study on the use of psychedelics as alternative mental health treatments for veterans.

  • EMT training waiver for veterans: Authorizes waivers for EMT certification if military training is complete.
