House Passes The FutureTech Act

In mid-May, the Massachusetts House of Representatives passed the $1.23 billion FutureTech Act to modernize the state’s IT infrastructure. House Speaker Ronald J. Mariano emphasized the significance of this investment in protecting against cybersecurity threats and enhancing the efficiency of state agencies. This bill, supported by anticipated federal funding, seeks to clarify state operations and improve access to vital services. The Act now moves to the Senate for consideration.

Investment Breakdown:

Improving Service Delivery ($750M):

  • Business Enterprise Systems Transformation (BEST): $120M

  • Commonwealth Digital Roadmap: $100M

  • Health Insurance Exchange: $240M

  • One Health: $90M

Technology & Telecom ($200M):

  • Employment Modernization Transformation (EMT): $52M

  • Integrated Eligibility and Enrollment Program: $10M

  • Child Care Financial Assistance (CCFA) Modernization: $12M

  • Electronic Health Records Modernization: $30M

Other Projects and Items:

  • AI Projects: $25M

  • Muni Fiber Grants: $30M

  • Local & Regional IT Security Improvements: $150M

  • Community Compact IT Grants: $25M

Security of IT Infrastructure ($200M):

  • Criminal Justice 360 System: $3M

  • DOC Radio Modernization Initiative: $5M

  • Emergency Assistance Family Shelter Tech System: $17M

Initiatives & Modernization ($250M):

  • Integrated Digital Data Services (IDDS): $15M

  • Enhanced Student Financial Aid Access: $13M

  • Licensing Platform Modernization: $33M
